This C$110 million, 200,000 square foot, 315-bed state-of-the-art South West Detention Centre replaced the existing Windsor Jail servicing Essex County.

The public-private partnership was procured through Infrastructure Ontario using the design-build-finance-maintain model.


The facility achieved LEED® Silver certification due to its focus on healthy indoor environments, reduced greenhouse gas emissions and efficient use of energy, water and other resources. Other green benefits include:

– 75% site construction waste diverted from landfill

– Reduced indoor water use by more than 20%

– Use of low-emitting adhesives, paints, carpet and sealants

Forum reached substantial completion on the 30-year operating term SWDC project in 2013, then sold its interest in 2016, maintaining its role as the asset manager on behalf of an institutional owner.
