Forum’s real estate business is going through a transformational phase with a new Partner and team in place to take on a growing number of ground up development and adaptive reuse projects across Canada, with a target of $300-$400M in annual pipeline.

The firm is raising its first real estate fund focused on core-plus stabilized assets in the multi-family sector.  Forum’s Fund Gross Asset Value is expected to be over $2B by year 5.   The fund will hold Forum’s pipeline of development assets once stabilized and will also acquire existing multi-family assets throughout Canada, with a focus on impact and ESG.

 

Position Overview:

Reporting to the Vice President, Development, the Development Manager is responsible for managing a variety of projects and consultant teams to design and secure approvals for Forum’s growing development pipeline with strategic guidance from senior management. The Development Manager will also work closely with the Investments Team to ensure projects are appropriately evaluated, budgets adhered to, and target returns are achieved. The Development Manager will assist the Vice President, Development with due diligence and feasibility of new site acquisitions.

Key Duties and Responsibilities

  • With senior management, establish the project vision and communicate it effectively to the internal and external team, stakeholders and the public.
  • Hire and lead professional consultant teams to produce materials for internal review, development applications, and public meetings.
  • Prepare, submit, manage, and successfully achieve development approvals such as OPAs, ZBAs, S. 37 agreements, draft plans of subdivision, SPAs, minor variances, building permits, etc.
  • Oversee all aspects of the day-to-day management of a variety of mixed-use multi-residential development projects, from feasibility through to completion.
  • Ensure the execution of the project in accordance with the approved budget and timing, including managing the budgeted expenditures which includes approving and processing consultant invoices.
  • Prepare and present status reports to senior management.
  • Proactively monitor and report on changes to municipal planning regime for all Forum properties, in addition to adjacent applications and areas in key markets.
  • Liaise and establish relationships with stakeholders, municipal agency staff and neighborhood associations.
  • Actively involved with industry associations and groups to build meaningful relationships and participate in conferences and career building events.

Candidate Profile

  • An undergraduate degree in planning, real estate development, or related discipline. A graduate, professional degree or accreditation is an asset.
  • Minimum of 5 years’ progressive and full-time experience in planning, mixed-use real estate and development in urban markets.
  • Thorough knowledge of planning and development, industry and market trends, the political landscape, and related topics.
  • Ability to review and direct the refinement of development related materials including architectural and engineering drawings, technical reports, presentation materials, legal documents, etc.
  • Contribute to potential acquisitions including site planning and feasibility analysis, budget and schedule assumptions, risk analysis, market research, due diligence investigations including legal and environmental review, and related tasks.
  • Successful history of collaboration with stakeholders including municipal and review agency staff, residents and community groups, and politicians and their professional staff.
  • Experience and skills in financial pro forma analysis for development is an asset.
  • Extensive project management experience including the management of a team of external consultants and ensuring all projects are completed within the approved budget and timing.
  • Excellent written and verbal communication with internal teams, external consultants, and municipal officials.
  • Ability to manage many projects concurrently by employing strong organizational and time management skills.
  • Leadership skills and attention to detail are essential.
  • Oriented to produce high-quality accurate work taking ownership of projects, having the passion to drive projects where creativity and lateral thinking will manifest in the best outcomes.
  • Ability to work independently in a fast-paced work environment with competing priorities.
  • Experience with development in various provinces an asset.
