AMO Annual Conference, The Case for Municipal Public Private Partnerships

At the 2009 Association of Municipalities of Ontario conference held in Ottawa, Ontario, Forum Equity Partners participated in a concurrent session entitled “The case for municipal public private partnerships”.

A panel of industry experts, including public and private counterparties, user groups and other stakeholders, discussed the use of public private partnerships for the delivery of municipal infrastructure and other public projects such as recreation facilities, cultural centres and other not for profit facilities, in front of a standing room only crowd.

The panel was moderated by Louise Panneton, Managing Director P3 Advisors and the panelists included:

  • Richard Abboud, President, Forum Equity Partners
  • Rob Mackay, Manager of Strategic Projects, City of Ottawa
  • Jim Commerford, President and CEO, YMCO of Hamilton, Burlington, Brantford
  • Steve Rohacek, Infrastructure Ontario
  • Dana Richardson, Assistant Deputy Minister, Ministry of Municipal Affairs and Housing.

The panel discussion included information on accessing government and private sector funding to help address municipal funding challenges, as well as a discussion on the efficient allocation of project risks between the public and private parties.  Case studies, such as the Orléans Town Centre Development including the Shenkman Arts Centre, and the Ottawa Paramedic Services facilities were used to guide the discussion.
The panel provided views based on recent experience and included an opportunity for interactive discussion with the audience.
